Massachusetts contractor license requirements
Massachusetts does not issue a general contractor license by that name. Instead, the person supervising regulated building work needs a Construction Supervisor License (CSL), and contractors doing home improvement on existing 1 to 4 unit homes must hold Home Improvement Contractor (HIC) registration.
Massachusetts splits contractor licensing into two separate credentials, and many residential contractors need both. The Construction Supervisor License (CSL) is an individual license issued under the Board of Building Regulations and Standards. It is required to supervise building code work on one- and two-family homes and on buildings with less than 35,000 cubic feet of enclosed space. The Home Improvement Contractor (HIC) registration comes from the Office of Consumer Affairs and Business Regulation and is required for contractors and subcontractors doing home improvement on existing, owner-occupied 1 to 4 unit residential property. Larger commercial buildings fall outside the CSL, and public building contracts bring their own state certification.

Construction Supervisor License: who needs one
The CSL is a license for a person, not a company. Whoever directly supervises construction, reconstruction, alteration, repair, removal, or demolition regulated by the state building code on a covered building needs one. The state's candidate handbook lists the categories:
- Unrestricted: buildings with less than 35,000 cubic feet of enclosed space, one- and two-family dwellings and accessory buildings of any size, farm buildings, and retaining walls under 10 feet tall.
- Restricted: one- and two-family dwellings and their accessory buildings only.
- Specialty: masonry (fireplaces, chimneys, masonry egress stairs, and retaining walls holding four feet or more of fill), roof covering, window and siding, solid fuel burning appliances, demolition, and insulation. A masonry CSL does not cover building a masonry building.
To put 35,000 cubic feet in job terms: a one-story retail box 50 feet by 50 feet with a 14-foot ceiling is 35,000 cubic feet on the nose, so anything larger is outside the CSL categories. For a bigger commercial building, ask the local building official early how the project will be permitted and who must sign for supervision.
How to get a Massachusetts CSL
- Pick the license type: unrestricted, restricted, or one or more specialties. Each specialty needs its own exam, but you can apply for any combination on a single application for a single license card and fee.
- Document 36 months of full-time (40 hours a week) experience in building construction or design within the past 10 years. A related degree can count for up to two years. W-2s, Schedule C, or 1099 forms, or a letter from a supervisor or licensed contractor, can serve as proof.
- Apply to PSI and pay the $23 application fee. Your approved application stays on file for two years.
- Schedule and pay the $65 exam fee with PSI. The unrestricted exam has 75 questions, allows 180 minutes, and requires 53 correct answers (70%). It is open book and covers 780 CMR administration, plan reading and estimating, framing, energy efficiency, OSHA safety, and more. Retakes are unlimited.
- Mail the score report and the items it lists, including the license fee, to the Division of Occupational Licensure within one year of passing. Processing takes about 30 days.
Home Improvement Contractor registration
HIC registration is a consumer protection program, not a skills test. Any contractor or subcontractor that solicits, bids on, or performs home improvement work on an existing, owner-occupied 1 to 4 unit residential property must register, whether as an individual, proprietorship, partnership, or corporation. Out-of-state corporations and LLCs must first register with the Secretary of the Commonwealth, a DBA needs the business certificate from the city or town clerk, and registration and payment are now done online through the MA Contractor Hub.
The registration fee is $150 plus a mandatory Guaranty Fund contribution based on company size: $100 for 0 to 3 employees, $200 for 4 to 10, $300 for 11 to 30, and $500 for more than 30. Registration renews every two years for $100. These are the figures on the state's registration page; confirm them in the online portal when you apply.
Registration also changes how you write contracts. Under Chapter 142A, section 2, every residential contracting agreement over $1,000 must be in writing with start and substantial completion dates, a detailed scope, the total price, and a payment schedule in dollars. The deposit cannot exceed the greater of one third of the contract price or the cost of special-order materials. The contract must show your registration number, the owner's three-day cancellation rights, and, in 10-point bold type above the signature line, the words "Do not sign this contract if there are any blank spaces." Say a remodeler signs a $90,000 kitchen addition: the deposit tops out at $30,000 unless custom cabinets ordered up front cost more.
Public building work and license lookups
On public building contracts covered by M.G.L. c. 149, §44A, every bid must include a certificate of eligibility showing the bidder's classification and capacity rating, plus an update statement covering current projects, supervisory personnel, and financial changes. A bid without them is invalid. That certification is separate from the CSL and HIC. See how to bid public construction projects and Massachusetts prevailing wage rules before chasing that work.
To check a credential, use the state's separate lookups: one for construction supervisor licenses through the Office of Public Safety and Inspections, and the HIC contractor search on the MA Contractor Hub run by the Office of Consumer Affairs and Business Regulation. Check both for any residential sub, and keep their numbers with their certificate of insurance. Smart Business Automator's subcontractor compliance automation stores CSL and HIC numbers per sub and flags expirations before a sub shows up on site.
Frequently asked questions
Is there a general contractor license in Massachusetts?
Not by that name. The state issues the Construction Supervisor License to individuals who supervise covered building work, and HIC registration to contractors doing home improvement on existing 1 to 4 unit homes. Public building bidders need a separate certificate of eligibility.
Do I need both a CSL and an HIC registration?
Often, yes. A remodeler who supervises structural work on an existing home needs a CSL for the supervising individual and HIC registration for the business doing the home improvement work.
How hard is the Massachusetts construction supervisor exam?
The unrestricted exam has 75 questions in 180 minutes and requires 70% (53 correct). It is open book, based on the 10th Edition of the State Building Code, and retakes are unlimited.
How much does HIC registration cost in Massachusetts?
The state lists a $150 registration fee plus a Guaranty Fund contribution of $100 to $500 depending on the number of employees. Renewal is every two years for $100.
How do I look up a Massachusetts contractor?
Use the mass.gov lookup for construction supervisor licenses and the separate mass.gov lookup for home improvement contractor registrations. Search by license or registration number or by name.
